John Goodman

John C. Goodman is president and CEO of the Goodman institute for Public Policy Research, a think tank focused on public policy issues. The Wall Street Journal calls Dr. Goodman “the father of Health Savings Accounts.” Modern Healthcare says he is one of four people who have most influenced the changes shaping our health care system. He was the founding chief executive of the National Center for Policy Analysis, which operated from 1982 to 2017. He is a senior fellow at the Independent Institute.

Linda Gorman

Linda Gorman contracts with the Independence Institute as the Director of our Health Care Policy Center. A former academic economist, she has written extensively about the problems created by government interference in health care decisions and the promise of consumer directed health care. In addition to her work for the Independence Institute she has written for professional journals, periodicals, newspapers, and specialist blogs. In 2015, she was appointed to the Colorado Commission on Affordable Health Care.

David Kopel

Dave Kopel is Research Director of the Independence Institute; an Associate Policy Analyst with the Cato Institute, in Washington; and adjunct Professor of Advanced Constitutional Law at the University of Denver’s  Sturm College of Law. Randal O'Toole

Randal O’Toole is the Transportation Policy Center Director at the Independence Institute. He is an economist who has written five books on land-use and transportation issues. From 1974 to 1994, he worked for environmental groups opposing big-government subsidies to corporations that were doing harm to the environment such as clearcutting in the national forests. Since then he has worked for free-market groups opposing environmental groups that support big-government subsidies to corporations that are doing harm to the environment, such as building light rail lines.

Joshua Scharf

Joshua Sharf has headed the Independence Institute’s PERA Project for three years. He has authored papers on Colorado’s Public Pensions, contributed to the Institute’s weekly newspaper column, and spoken to political and civic groups across the state on the subject. He routinely testifies before the state legislature on proposed pension reform bills. He is Vice Chairman of the Denver Republican Party and has also done original reporting on PERA for Watchdog.org and I2I’s Complete Colorado news site and is a regular guest on local talk radio, discussing this and other state and national political issues.
